Multi-Tiered Intervention Support – Definition of RtI
Response to Intervention, most often identified as a three-tiered approach (Tier 1, Tier 2, Tier 3), is recommended as a way to integrate educational problem-solving school wide. The framework is consistent with federal legislation such as the Individuals with Disabilities Education Improvement Act (IDEA 2004) and the No Child Left Behind Act of 2001 (NCLB), as well as scientific research. It will greatly improve the systems in place for determining eligibility for special education and should reduce mislabeling students as learning disabled too early.
“Response to Intervention (RtI) is the practice of providing high-quality instruction and intervention matched to student need, monitoring progress frequently to make decisions about changes in instruction or goals and applying child response data to important educational decisions. RtI should be applied to decisions in general, remedial and special education, creating a well-integrated system of instruction/intervention guided by child outcome data.” (NASDSE, 2006)
