Federal Grant Programs 

NCLB outlines the requirements and funding levels for Pre K-12 education programs that are administered by ED. Under NCLB, funding is available through Federal Entitlement programs and Competitive Grant Programs.

  • Federal Entitlement funds are allocated based upon poverty level or the percentage of students on the Free and Reduced Lunch program.
  • Competitive Grant funds — focused on explicit program goals such as grade-level reading programs, after-school programs, early literacy initiatives, technology initiatives, or professional development-are awarded to State Education Agencies (SEA) and Local Education Agencies (LEA).

In addition, the Office of Special Education (OSEP) administers formula and discretionary grants to educational agencies and non-profit organizations for purposes of improving services to Individuals with Disabilities (IDEA 2004).



Microsoft Settlement

An extensive class-action lawsuit filed against Microsoft resulted in $2.5 billion worth of vouchers for consumers and businesses in 18 states and the District of Columbia. The majority of this money went unclaimed, so the states are holding millions of dollars in funds. In most states, 50% of the unclaimed funds are going to schools to purchase software and hardware. Each state is handling these funds differently. A few states have already released these funds and many more will announce how this money will be spent in 2007.
