Competitive Grant Programs

The No Child Left Behind Act distributes educational funding in the form of competitive grants to both State Education Agencies (SEA) and Local Education Agencies (LEA). Competitive grant programs are focused on explicit program goals such as grade-level reading programs, after-school programs, early literacy initiatives, technology initiatives, or professional development.


Enhancing Education Through Technology (EETT)

Purpose: Formerly the Title ll, Part D Entitlement program. The principal goal of the Enhancing Education Through Technology (Ed Tech) Grants Program is to improve student academic achievement through the use of technology in elementary and secondary schools. Note: the Bush administration is currently trying to discontinue this program in the 2007 budget.

Title 1, Part E, Section 1502 — Striving Readers

Purpose: The purpose of the Striving Readers program is to raise the reading achievement levels of middle and high school-aged students in Title I-eligible schools with significant numbers of students reading below grade level. The program supports new comprehensive reading initiatives or expansion of existing initiatives that improve the quality of literacy instruction across the curriculum, provide intensive literacy interventions to struggling adolescent readers, and help to build a strong, scientific research base for identifying and replicating strategies that improve adolescent literacy skills.

Title 1B1 — Reading First

Purpose: Reading First is designed to ensure that every child can read at grade level or above by the end of third grade through the implementation of instructional programs and materials, assessments, and professional development grounded in scientifically based reading research.

Improving Literacy Through School Libraries

Purpose: This new program is designed to improve the literacy skills and academic achievement of students by providing them with access to up-to-date school library materials; technologically advanced school library media centers; and professionally certified school library media specialists.

21st Century Community Learning Centers

Purpose: The 21st Century Community Learning Centers program provides services, during non-school hours or periods, to students and their families for academic enrichment, including tutorial and other services to help students, particularly those who attend low-performing schools, to meet state and local student academic achievement standards. Note: the Bush administration is currently trying to discontinue this program in the 2007 budget.

Comprehensive School Reform

Purpose: The Comprehensive School Reform program supports comprehensive school wide programs that are based on reliable research and effective practice in order to improve academic achievement.

GEAR UP — Gaining Early Awareness and Readiness for Undergraduate Programs

Purpose: The GEAR UP program is a discretionary five-year grant program, administered by the US Department of Education, to increase the number of low-income students who are prepared to enter and succeed in postsecondary education. The program awards partnerships that serve cohorts of students from seventh-grade through high school.

Upward Bound

Purpose: Upward Bound, serves high school students by providing discretionary grants to support instruction in literature, math, lab science, composition and foreign language. Its purpose is to ensure that low-income students enter and succeed in college.
